This is because several real estate improvements may not require a building permit or zoning review, but they do need to be inspected. Nothing in this Act limits the power of a municipality or county to adopt a permit system that requires the submission and approval of plans and specifications of the works to be carried out by contractors before starting work. The Palm Beach County Construction Industry Licensing Board has adopted rules and regulations that classify and define specialty contractors. This Board also has its own seal containing the words Palm Beach County Construction Industry Licensing Board.

To be appointed to the Board, an individual must have been actively involved in the construction business in Palm Beach County for at least five consecutive years, hold a certificate of competence, and be a resident of Palm Beach County. All examination documents must be retained for the period of time set forth in the record keeping requirements of Palm Beach County or the State of Florida, as applicable. Notice of any hearing must be delivered at least 10 days before the date of the hearing and published in a newspaper with general circulation in Palm Beach County. The member architect and engineer must be licensed in the state of Florida and a resident of Palm Beach County. Any construction, alteration, improvement or repair that takes place within the limits of any site whose title is in the United States, or any construction, alteration, improvement or repair of any project in which federal law replaces this chapter, must comply with all applicable laws. The term 'Board' refers to the Palm Beach County Construction Industry Licensing Board, unless otherwise specified.
